Vice President Vance Announces Major ACA Enrollment Cuts Amid Fraud Allegations

In a significant move that could impact hundreds of thousands, Vice President JD Vance disclosed plans to eliminate 760,000 enrollees from the Affordable Care Act (ACA) exchanges. The administration claims these individuals were either fraudulently enrolled or nonexistent.

The announcement, made during a press conference in Washington, highlighted the administration’s ongoing efforts to tackle fraud. Vance emphasized that the initiative could save the government $2.2 billion by halting improper subsidy payments.

“We’re actually making sure that the people receiving Obamacare subsidies are actually entitled to receive them,” Vance stated, with Dr. Mehmet Oz and other officials from the Centers for Medicare and Medicaid Services (CMS) present.

Officials revealed that the government terminated about 315,000 enrollments, affecting 760,000 people, due to inadequate eligibility verification. An additional 419,000 enrollments will undergo further checks to confirm their legitimacy.

In response to rampant fraud, the administration has also temporarily suspended new agents or brokers involved in signing up enrollees. This decision comes as the ACA marketplace hosts approximately 19.2 million active enrollees, a figure that surged during the COVID-19 pandemic due to enhanced subsidies from the American Rescue Plan Act and the Inflation Reduction Act.

Despite the administration’s assertions, the approach has garnered criticism from some healthcare experts. Cynthia Cox of the nonprofit KFF questioned the method used to identify fraudulent enrollees and called for greater transparency. “I think there’s no question that somebody who was fraudulently enrolled should have their coverage canceled,” she said, but added concerns about potential errors in the process.

Similarly, Ellen Montz, former director at the CMS’s Center for Consumer Information and Insurance Oversight, acknowledged the necessity of addressing fraud but noted the lack of clarity in the administration’s actions. “I would imagine we’ll hear from some subset of consumers that ask: why did my enrollment get cancelled?” Montz commented.

With the midterm elections approaching, the Trump administration faces increasing pressure to address rising healthcare costs. The expiration of COVID-era subsidies has led to higher premiums, forcing many to downgrade or abandon their plans.

Although the Government Accountability Office (GAO) acknowledges the presence of fraud risks within the ACA, the scale remains uncertain. A covert GAO study using fictitious applicants resulted in subsidized coverage approvals for most fake enrollees.

While the administration focuses on reducing fraud, Democratic lawmakers have expressed opposition to the cuts. Richard E. Neal, a prominent Democrat, criticized the administration’s decisions, suggesting they exacerbate the healthcare crisis. “As if making coverage harder to access through skyrocketing premiums and more red tape wasn’t painful enough, they’re doubling down to take it away entirely,” Neal declared.

The Wall Street Journal initially reported on the administration’s plans to remove ACA enrollees.
