Amid a landscape where Democrats recently secured significant victories in Virginia’s statewide elections, Loudoun County sees a noteworthy shift. Amy Riccardi, a conservative school board candidate, has claimed a seat in one of the state’s most watched school districts, indicating a change in voter sentiment on local education policies.

According to unofficial results from the Virginia Public Access Project, Riccardi secured 51.47% of the votes for the Loudoun County Public Schools Board of Education representing the Sterling District. This victory marks her success over the Democrat-endorsed incumbent, Arben Istrefi, who received 47.7% of the votes.

Loudoun County, near Washington, D.C., has been a focal point of national debate, chiefly due to Policy 8040. This policy, established in 2021, permits trans-identifying students to choose facilities corresponding to their gender identity. Riccardi has publicly opposed this policy and calls for its revision, emphasizing compliance with “federal and state requirements while ensuring ALL of our students are heard,” as stated on her campaign website.

The discussion around Policy 8040 is not new to Loudoun County, where the school system has faced scrutiny, including accusations of covering up student assaults to favor policy passage. In Riccardi’s own words, “We want to make sure all of our transgender kids and all of our students in LCPS feel safe in their learning environment.” However, she has also expressed parental concerns about mixed-gender usage of bathrooms and locker rooms.

Her independent candidacy, described as leaning conservative, resonated with voters who are advocating for changes in school policies. Riccardi also emphasized parental choice in education, suggesting an “OPT-IN” approach for comprehensive sexual education and counseling.

In contrast to Riccardi’s win, not all conservative candidates enjoyed similar success in the district. In other Loudoun County school board races, liberal candidates, such as April Chandler and Ross Svenson, won decisively against their conservative opponents.

Riccardi’s victory echoes previous successes by conservatives in the district, such as the 1776 Project PAC-endorsed candidate’s win two years ago. This advocacy group, dedicated to electing conservatives who promote parental rights and oppose political indoctrination, continues to influence school board elections across the nation. Recently, they announced that 27 out of 72 endorsed candidates succeeded in their races during the 2025 election cycle, showcasing varying levels of success in different districts.

The group’s influence is felt beyond Virginia, with significant victories in states like Massachusetts and Ohio, although their success rate varied in other regions. Despite fluctuating results, the group’s efforts underscore the ongoing national discourse on educational policies and parental influence in public schools.
