Amid growing divisions within the GOP Congressional caucus, NPR’s Ayesha Rascoe sat down with Liam Donovan, a Republican strategist and head of Targeted Victory, to explore the depth of these disagreements and their implications.
House Speaker’s Perspective
House Speaker Mike Johnson recently remarked on Fox Business that the current Congress ranks among the most productive in history. He emphasized the challenge of working with a slim majority, noting, “In previous years, speakers had 25-, 30-, 40-seat majorities. I have a razor-thin majority. I have to get every single Republican on most days. And so takes a lot of work, but we’re going to get there.”
Evaluating Republican Productivity
When asked about the GOP’s achievements, Donovan pointed out the initial productivity of Congress, highlighting significant legislative progress, particularly around extending and expanding the Trump tax cuts. He noted these changes, such as the elimination of taxes on overtime and tips, will become more apparent to voters next year. Despite these advances, Donovan acknowledged the challenges Republicans face, particularly in the wake of a government shutdown. “But that’s going to be the challenge of Republicans over this next year,” Donovan said.
Challenges with Healthcare Policy
The ongoing debate around the Affordable Care Act subsidies continues to trouble the GOP. Donovan stated, “Look, this is a fraught issue that has really bedeviled Republicans for the last 15 years.” He suggested that presidential leadership might be necessary to navigate this complex issue, which remains a significant point of contention within the party.
Redistricting and Electoral Strategy
Discussing the Republican strategy for maintaining control of the House, Donovan examined the impact of recent redistricting efforts in states like Texas, Missouri, and North Carolina. He expressed skepticism about these efforts providing a substantial advantage, emphasizing the need for broader electoral improvements. “You’re not going to be able to draw your way into a majority position. You need to improve your standing,” Donovan explained.
Texas Primary Dynamics
With the Texas Republican primary approaching, Donovan discussed the tight race between Senator John Cornyn and Attorney General Ken Paxton. He dismissed the notion that Cornyn is out of step with Texas Republicans, attributing the competition to ongoing shifts within the party. He also pointed to potential developments on the Democratic side that could influence the race.
