Factory-Built Homes: A Solution to the Housing Shortage?

In the heart of Petersburg, Virginia, a new approach to housing is unfolding. Two halves of a brand-new home are being joined on a muddy lot, defying the traditional image of mobile homes. These factory-built houses are setting a new standard by blending into neighborhoods of single-family homes, challenging long-held stigmas.

For years, manufactured homes have been associated with trailer parks, but this perception is shifting. With modern designs and improved construction quality, these homes are emerging as a viable solution to the housing crisis, where affordability has become a significant concern. In Petersburg, developer Tom Heinemann of MH Advisors is spearheading a project that places dozens of these homes on vacant lots, aiming to provide affordable housing for low- and moderate-income families.

Redefining Homeownership

Tom Heinemann shared his vision: “Room to raise their kids, walk to school and all of those amenities that people generally like about single-family homes,” he said. “But bring it to people who ordinarily would be in a three-story walk-up or a townhouse or apartment.”

Kennisha Missouri, a current resident, was initially skeptical about moving into a manufactured home. However, she was pleasantly surprised upon seeing her new home, complete with spacious rooms and modern amenities. “Like I designed it myself,” she remarked, noting the affordability and comfort compared to her previous rental situation.

Missouri’s home is part of a nearly four dozen manufactured rental housing initiative. These homes are built with federal tax credits and cater to lower-income residents. After 15 years, occupants have the option to purchase their homes. This model enables residents like Missouri to save money and work fewer hours at side jobs.

Addressing the Housing Gap

The appeal of manufactured housing lies in its cost-effectiveness and speed of construction. They are built faster than traditional homes and cost nearly half per square foot. Rachel Siegel from the Pew Charitable Trusts highlighted that manufactured housing can fill the gap in starter homes without requiring subsidies, which is a unique advantage.

Legislative changes are further supporting this shift. Nine states have relaxed zoning restrictions on manufactured homes, and Virginia is following suit. However, financing remains a challenge, as these homes are considered personal property, complicating mortgage access.

Sweeping housing legislation is being considered in Congress to eliminate the permanent chassis requirement, which would reduce construction costs and allow for more design flexibility. This change could facilitate the expansion of manufactured housing into urban areas.

Transforming Communities

In Petersburg’s Delectable Heights neighborhood, the introduction of factory-built homes is revitalizing the area, once known for affluent freed slaves before the Civil War. Former mayor and current city councilman Howard Myers noted the positive changes, stating, “This neighborhood has transformed.”

The influx of modern manufactured homes is improving safety and helping residents build wealth. Myers emphasized the impact on property values, as the removal of dilapidated homes and the introduction of new ones stabilize the financial health of the community.

While Petersburg has embraced this housing model, other regions face challenges. In Harrisonburg, Virginia, Heinemann encountered resistance and lengthy public hearings. However, he remains confident that showcasing the quality and affordability of these homes can overcome lingering stigmas.

Kenston Fields, a new homeowner, was initially unaware that his home was factory-built. After a long search, he decided to purchase a home in Petersburg, saying, “I’m pretty sure if I would’ve had a bingo card I wouldn’t have guessed that,” expressing surprise at the quality and design of his new residence.
