In a digital age where finances can move across borders with just a click, a recent report sheds light on the alarming channels through which Islamic State Khorasan Province (ISKP) funds terror attacks against Christians. The report reveals that cryptocurrency plays a significant role in transferring tens of thousands of dollars monthly, with Yemen identified as a pivotal node in this financial web.

ISKP, a regional affiliate of the broader Islamic State (IS) organization, primarily operates in Afghanistan and Pakistan but extends its terror activities beyond these regions. The term “Khorasan Province” historically refers to a geographical area that includes parts of Iran, Central Asia, Afghanistan, and Pakistan.

The study, conducted by International Christian Concern (ICC), uncovered that Islamic State Somalia (ISS) funnels finances to ISKP affiliates located in countries like Pakistan and Turkey. The United Nations estimates that ISS channels at least $25,000 to ISKP monthly using cryptocurrency.

Despite ongoing efforts to curb global terror funding, new methods continually emerge to circumvent these measures.

In a notable 2023 operation, US special forces eliminated Bilal al-Sudani in Somalia. Al-Sudani was identified in the report as a “key financial facilitator for the Islamic State in sub-Saharan Africa and beyond.” His role within the group was significantly bolstered by his financial networks.

This operation momentarily disrupted the Islamic State’s operations. However, in the aftermath, the leadership of the Somali branch sought to reestablish itself by strengthening ties with IS in Yemen. The Yemeni faction has since acted as an intermediary, assisting Somali IS in channeling funds to ISKP. In return, the Somali group has secured drones, weapons, and explosives.

The report highlights that Christians are particularly targeted by the Islamic State.

“Often analysts dismiss or downplay Christian persecution because the Islamic State persecutes those who reject its ideology,” the report reads.

“The Islamic State targets Christians because it rejects the Christian doctrine that Jesus Christ is divine. Islamic traditions regard Jesus Christ as a human prophet rather than divine.”

The report also referenced Islamic State propaganda, which called for attacks against Jews and Christians and equated US military interventions with Christianity.

“It is the duty of a Muslim to treat the Christians the same way they treat Muslims. Thus, just like they shred the Muslims with their airstrikes and bombshells, the duty the Muslim holds is to turn their celebrations into funerals and tragedies,” one poster stated.

The report concludes with a call for enhanced oversight of cryptocurrency and encrypted communication platforms, improved intelligence operations, and measures to prevent the Islamic State from maintaining control over territories.

“Joint force operations must prioritise dismantling physical territory that enables Islamic State Somalia (ISS) to generate income through taxation schemes, extortion, and ransom payments,” the report said.

“Preventing ISS from exploiting local populations and economic activity is essential for disrupting its financial support of ISKP. If not, campaigns against Christian communities in the Khorasan, Europe and beyond will continue.”
