Democratic leaders have decried the shutdown as a “constitutional crisis.” Senator Chris Van Hollen of Maryland labeled the actions as an “illegal power grab” and a “corrupt abuse of power.” These lawmakers have initiated court challenges and have threatened to block the confirmation of Trump’s State Department nominees until USAID is reinstated.
Despite Democrats being in the minority following the last November elections, their determination remains steadfast as they navigate the restrictive access to USAID’s facilities.

USAID staff have reported extensive disruptions, including being locked out of computer systems and the agency’s website disappearing without notice. Elon Musk, leading a civilian review of the federal government with Trump’s backing, confirmed the shutdown in a live session on X Spaces, criticizing the agency’s inefficiency.
Musk’s influence extends beyond USAID, having conducted a similar operation at the Treasury Department, where sensitive information was accessed without authorization, leading to high-level resignations.
