Arab Leaders to Discuss U.S. Plan for Gaza Amid Ceasefire Proposal from Hamas

Amid ongoing tensions in the Gaza Strip, a new development has emerged as Hamas proposes a temporary ceasefire. This offer comes as President Donald Trump prepares to meet with eight Arab and Muslim leaders to unveil a strategic plan for Gaza’s future.

According to Fox News, Hamas has sent a communication to President Trump proposing a two-month ceasefire in exchange for the release of half of the Israeli hostages they are holding in Gaza. The letter, currently in Qatari possession, is expected to be delivered to Trump this week.

Reports from Israel’s Channel 12 News suggest that a Hamas leader might sign the document before it reaches Trump. This move aims to reignite negotiations for a ceasefire as Israel’s operation to capture Gaza intensifies.

Qatar, acting as a mediator along with Egypt, is reportedly demanding a public apology from Israel for a previous strike on Hamas leaders in Doha, a condition for renewing negotiations.

The ceasefire proposal from Hamas mirrors a previous suggestion by White House Special Envoy Steve Witkoff which included assurances from Trump that Israel would refrain from resuming hostilities. However, despite initial acceptance by Israel, Hamas’s additional demands led to the breakdown of talks and subsequent military actions.

Currently, both Israel and the United States demand a comprehensive resolution that would end hostilities, remove Hamas’s control over Gaza, and ensure the release of all hostages.

The White House has confirmed that Trump will meet with leaders from Qatar, Saudi Arabia, Indonesia, Turkey, Pakistan, Egypt, the United Arab Emirates, and Jordan to present a U.S.-endorsed plan for Gaza. This meeting will occur on the sidelines of the U.N. General Assembly in New York.

A U.S. official told Axios, “Tomorrow’s meeting could be fairly significant. We have a pretty good idea of the contours for ending the war. We want to present what we think is the only viable path forward and we want regional buy-in and support to make it successful.”

Additionally, an Arab official expressed, “Our understanding is that Trump wants to get our feedback and support for the U.S. plan to end the war and then push it forward.”

Channel 12 reports that Trump will seek commitments from the Arab and Muslim leaders to fund and staff a transitional authority to take over the Gaza Strip, including deploying troops to replace Israeli Defense Forces once the conflict ceases.

An Israeli official conveyed to Axios that Prime Minister Benjamin Netanyahu is informed of the proposal, which includes transitioning Gaza to Palestinian Authority control, a notion he has consistently opposed. “There will be bitter pills we’ll have to swallow,” stated the Israeli official.

Trump and Netanyahu are slated for discussions on the proposal next week when Netanyahu visits the U.N. General Assembly following the Rosh Hashanah holiday.
